Surigao Town Celebrate Fiesta by Opposing Mining Code

More than 3,000 residents of Cantilan town is Surigao del Sur signed a petition yesterday, opposing the entry of mining operations of Marcventures Mining Development Corporation (MMDC). During the celebration of its town fiesta, Cantilanos expressed opposition to the mining operations after exposing irregularities in the mining contract of MMDC, with Mayor Genito Guardo leading by example and publicly declaring that he will continue to deny issuing a business permit for MMDC operations.

Cantilan, Surigao del Sur – Mayor Genito B. Guardo of Cantilan denied the mining company’s application for a business permit for a second time, telling Marcventures Mining Development Corporation (MMDC) that it has no legal basis to apply for a business permit.

Mayor Genito Guardo of Cantilan, Surigao del Sur issued a letter denying request of Marcventures Mining Development Corporation for a mayor’s permit and order to stop the on-going mining development corporation. The Municipal council also issued resolution number 01 series of 2010 reaffirming the previous SB stand on NO TO MINING in Cantilan.

The Board of Investments (BOI) of Philippines recently approved the application of Marcventures Mining and Development Corporation to mine nickel ore in Cantilan, Surigao del Sur with capacities of up to 800,000 wet metric tons (WMT) per year.

BUTUAN CITY, Philippines — Disgruntled members of the Mamanwa tribe torched mining equipment owned by the Taganito Mining Corp. (TMC) in Claver, Surigao del Norte, on Thursday, the police said Friday.

TMC is the largest nickel mining company in Claver.

Superintendent Ruben de los Santos, Surigao del Norte police chief, said the armed tribesmen, numbering around 30, stormed TMC’s mining site in Barangay (village) Urbiztondo and abducted two company guards at around 6 a.m.

De los Santos said the attackers had figured in a dispute with the management of TMC over mine claims.

WASHINGTON, DISTRICT OF COLUMBIA and MANILA, PHILIPPINESIFC, a member of the World Bank Group, today agreed to invest about 2.1 million Canadian dollars in Mindoro Resources Ltd to support a nickel exploration project in the Philippines that is expected to provide jobs and government revenues once a mine is developed.

Mindoro, a Canada-based mining exploration company, will use IFC’s investment for exploration at the Agata nickel project in the Surigao district on Mindanao Island.

Surigao City – Wary on mining firms which operate on lands covered by ancestral domain but did not pay royalty shares to the “lumads” or indigenous people who owned the same, Cong. Guillermo Romarate, Jr. recently said that he will seek for a congressional inquiry on the matter and will possibly recommend the revocation of mining permits to eventually stop the said mining operations when the 15th Philippine Congress convenes next month.

Groups seek stronger World Bank investment standards to protect poor

Organizations from different Asian countries demanded that multilateral agencies place additional and stronger safety provisions in their investment standards to ensure that poor communities do not become more vulnerable due to ‘aggressive’ development projects.

The call came in the heels of a scheduled review process of the International Finance Corp. (IFC) —- the World Bank’s (WB) investment arm —- to revise its performance standards in its investments in private sector lending in developing countries in Manila.

This is to inform the general public that the Mining in Cantilan article that came out on April 11, 2010 was prepared with the intention of documenting the then ongoing protest action in Cantilan, Surigao del Sur led by Mayor Tomasa Guardo. The protest action which was participated in by local community members opposed mining activities by Marcventures Mining and Development Corp. (MMDC) and have set up a picket line adjacent to the road leading to the mining area. Monica Edralin, advocacy assistant of Haribon Foundation was tasked only to interview people involved in the protest action.
